    Tough call, Yuno is batshit crazy but she is simply a human. Gengar is a ghost but from one of the least threatening series despite large monsters that are obviously capable of destroying everything. Hmm....

    well....
    She was technically GOD for the entire series at least the one we saw for the entire series was a god who ditched her world to travel to an alternate one where Yuki was still alive. So strictly speaking she wasn't human at that point. True she didn't have a demon form or anything but still if your problem if the technicality of being human then it could be argued she isn't human.

    Besides that Yuno's pure insanity beats out a silly ghost that (depending on which one) might in fact be completely harmless. Remember that one episode Ash temporarily died because of three prankster ghost pokemon? One of which was a Gengar? That thing was about as threatening as a teady bear.

    Yuno probably shouldn't beat out a truely scary monster but for now we're just talking about a Gengar.

    Like No Face, I find Gengar cute. The ghost Pokemon play tricks more than scare humans in Pokemon.

    Yuno scares Yuki with her Yandere ways throughout most of the series. Even when she's trying to support Yuki she's scary, hence the "Don't worry I'll protect you" meme.

    Also there is the fact that Yuno is a God that time traveled and killed herself to be with Yuki again.

    If it was Haunter vs Yuno the vote would be for Haunter. That "The Electric Tale of Pikachu" Volume 01 Chapter 04 had a monstrous Haunter in it. Was preying on people and poke'mon alike.

    Both have scary personalities. Kyubey (kill people now to save the universe later) and Shishio (the weak should be food for the strong) both feel their views are correct. However only one also looks scary. So Shishio gets my vote.

    Plus he...
    Bits Kenshin while fighting him and uses a sword made of people's fat.

    Shishio gets my votes due to his personality. He is extremely ruthless and coldblooded. He strongly believes his ideals of Social Darwinism . A manor in which one claims to apply biological concepts of natural selection and survival of the fittest to sociology and politics. Where the weak exist for the benefit of the strong. And Shishio generally appears devoid of compassion or mercy so to me that's scary in personality alone. There so much more to the man that would leave you fearing him.
