    The bad arse tactical attacks that she is cable of carrying out, my god, if that doesn't make her a great leader I don't know what does. Testarossa is a good character but I always found her to be a pretty weak leader even if she does control the damn sub.

    Both are competent commanders and Testarossa gets points for being so young but she also loses points for reducing herself to the member of the MC's harem that clearly doesn't stand much of a chance against the obvious heroine and yet doesn't realize it. Balalaika can actually be a really heartless bitch a lot of the time so as a character I probably like Testarossa more but leaders don't have to be liked a lot they just have to be able to command. So point goes to Balalaika.

    I've not seen Kill la Kill (I need to get around to that), but Lelouch is a brilliant tactician. His tactical and strategic prowess isn't solely based on Geass, but, rather, his own intellect and ability to think critically.
