    For me it's satsuki for two main reasons. First she doesn't just lead a school she leads a school the size of a town and besides a few rebels here and there most of the students are fiercely loyal to her. Second not only are they loyal but they are organized into an elite fighting force. Don't forget that these are mostly kids to teens who don't normally take orders terribly well and have you tried to keep such people organized? It's not easy even with just a normal sized class to keep everyone organized and on task and she is leading hundreds of them. She made a loyal army out of them capable of quickly and efficiently carrying out any order (besides defeating Ryoko of course).

    So not only does she demonstrate the ability to inspire loyalty in a lot of people but she can command all of them efficiently.
