    No because not all generals are good generals. So you can't just say "He's a general so he wins" especially if his opponent also leads an army of any sort.

    Plus Satsuki organizes and leads a bunch of students into an army that is organized, strong, and loyal to the point to put any army to shame. He might have the title of General but Satsuki is like a ruler which is above just a general. In fact her 4 elites are similar to generals but she doesn't just leave everything to them she also leads herself. So he both inspires loyalty in almost all who she commands and she knows how to lead those people rather effectively.

    Just look at this. These are just students and look what she organizes them into!

    I've just seen Kill la Kill recently, so I know that Satsuki is a good leader but Takeda definitely has her beat.

    For one thing, Takeda wasn't just a general. He was a feudal lord, basically the king of his own small country. Not only did he command an army, he had an entire country to manage with its own economy, politics, et cetera. It takes a lot to lead a resistance force but that doesn't even compare to running your own country.

    But that's not to say that he was a slouch in the war department, either. In fact, he's often shown himself to be one of the greatest generals in the entire series much like how his real life counterpart was considered one of the greatest leaders of the Sengoku era. In a series filled to the brim with hot-blooded heroes, Takeda takes a calm, rational and strategic approach to everything he does, showing that he has a much better grasp of the big picture than many of the other generals.

    Speaking of the big picture, Takeda is one of the few generals in Basara and in any anime for that matter with the sense of mind to train up an apprentice. As a seasoned veteran of war, he recognizes his own mortality and the need to mentor someone who will carry on his legacy and rule the land of Kai.

    There's a good reason he's known and feared as the Tiger of Kai; both because he's one of the strongest fighters in the series and because of his strategic mind, such as when he organized an alliance between almost all of Japan against Nobunaga Oda despite most of the other feudal lords wanting nothing to do with each other. But even though he's a fierce warrior in battle, he never loses his compassion for others which is just another reason why his subjects are so willing to lay everything on the line for him. As the man himself said, people are the true treasure of any ruler.

    Satsuki was a very good leader but Takeda was a great leader and on a much larger scale than Satsuki could even imagine. Satsuki commanded a resistance force while Takeda commanded an organized army and basically an entire nation. Even if it weren't for that, Takeda's superior leadership skills and strategic mind put him over the top in my opinion.

    Besides, you know you're a hardcore leader when your banner has a direct quote from Sun Tzu's The Art of War.

    This isn't an easy one for me, even though Col. Mustang is my nomination.

    They both care deeply for their soldiers. They both place the mission first. They both inspire loyalty and "lead from the front".

    Ultimately, for me, it comes down to their ambitions and the fact that Roy would go on to lead a nation. And without using his people as pawns to attain that position, he overthrew Bradley and became Fuhrer in order to prevent further military aggression against innocent people and to protect and improve the lives of his people, the people of Amestris.
