    This is kinda a tough one. I know both these characters fairly well. Flone is more of a fool in terms of being foolish but Momiji is a prankster but she's not really dumb even if she pretends to be at times. But after what happens at the end of the first game Flonne also becomes a bit manipulative and tricky at times but not as much as Momiji. So Flonne is more foolish but Momiji is more tricky and to me a "Fool" is a bit of both.

    Well its obvious Lupin will win this but I nominated this guy from the short series so I'll support him. With fighting techniques such as pulling down his pants and he trains disciples to use this technique I think he deserves a little recognition.

    I just realized something. Isn't the whole point of Nobunaga's character in that anime that everyone calls him a fool because they can't understand him but he actually knows what he's doing more than anyone else? So he's not even close to being an actual fool character.
