Koko was a weapons smuggler that wanted a lot of control with her plans, she very well could be a bad guy. If the government went after her then she'd be the bad guy of the series.

I think painting Koko's team as the bad guy in a series could be interesting as well though. They were professionals, watching them take out the government could be fun. But vs Revy, hmmm tough call.
