Well here's my results on the CPU usage @Vashnik was concerned about. This was my baseline using the JDO Default v2 theme on the forum's index:

And this is on the Halloween Night theme:

I kept the same tabs in both tests and same applications open/closed to keep variables minimal. So, while the Halloween Night theme does use a fair about of CPU, it's nothing I'd personally worry about.

 

I think the only reason it was higher than that for me was because of all the GIF images that were doing their animation in one tab, mostly a result of so many of the purple flame background (which has since been removed from most pages, leaving it only on the index page as far as I know, which did have a massive reduction in CPU usage compared to other tabs, like when viewing a thread and the tab with the thread had focus). I was using Chrome, so it might have contributed to higher CPU usage. It was also Windows 10, so I'm sure Linux would have a different CPU usage report than Windows. I'm still getting about 30 - 40% for this tab (sometimes spiking up to 50%), and my computer is already increasing the speed of all my fans. Hence my concern if it was just me or what.
Index page is hovering around 26% and increases or decreases no more than 3%.

Now that I know it is indeed just because of the Halloween theme, I'm not as concerned about the CPU usage as I was before.

EDIT: I'm not sure about the contribution plugins make to CPU usage, but Terraria Community Forums uses XenForo and the CPU usage is about 2% no more than 5% on the Index page and I use an animated GIF on that forum.
