This is how most Android devices work. Go to Settings > Apps > scroll to All > find Browser (or whatever is the default) > tap it and scroll down to "Launch by Default" and tap Clear Defaults. Next time you tap a URL, you should be prompted to choose what app to use and if to select it as the default.

Just checked, and it already has no defaults to clear. I meant more if I could have it so the instead of that "Internet" thing between Messaging and Apps, I could have the Chrome app there.

 

Can't you just long press the internet thingy, remove it, then switch it's place with the Chrome icon? I can on my RAZR HD's stock launcher at least

Nope, the only thing it lets me do to it is normal press to open.

 

Okay, the question got me in the mood to tinker just a bit with PS so I made myself a quick test wallpaper (last image post here for the day )

It's a Samsung device so you really should be able to press and hold onto the icon for a few seconds, be able to move that icon, and even bring it to the top where a "Remove" section is (it may look like a trash bin, an X, or say Remove). Samsung's TouchWIZ launcher should not restrict this ability. I'm not say it's not impossible, just would be a very bad thing for Samsung to have done. If you really can't, then an aftermarket launcher like NovaLauncher will let you do this.
