    Kuro is a literal cat but if that meant instant win this game would be rather boring (plus Blair is actually a literal cat as well technically) but while Kuro looks enough like a cat I feel Blair embodies cat like behavior better in how free spirited she is. Pretty much the only reason she isn't a bad guy is because she has no need to be and rather liked Soul and his gange. Like during the first attack on Death City she chooses to fight not because she has to but because the witches destroyed her favorite fish store. Kuro on the other hand is rather obedient for the most part and most of his cat likeness can be attributed to the fact he simply is a cat. While Blair is also a cat she carried the mannerisms and spirit of a cat even in human form. So that is why I think she wins.
