    I'm just gonna ask, why is Garter on this list? Yes he's after Brief and other young boys but, that's the joke. Japan's take on English cartoon so what's a stereotype of priests? Other than that he plays a key role in directing the Anarchy sisters toward new targets, attempting to redeem himself and free himself, and holds a heaven black card that lets the sister buy pretty much anything without a amount limit.

    What can I say?
    Garter Belt is a pedophile priest in an adult cartoon/anime show, and doomed to be immortal as punishment. Can't say he is better than anyone else because of that, and it can't be easy saying you like a pedo priest more than someone else. He kinda gives the "Uh, okay." feeling in the show when you learn what he is, and how he organized a nightly school-wide get-together for all the under-aged students of a school to assemble en-masse, dressed in nothing but their underwear.

    Hmm such a tough decision, Panty and Stocking took the piss out of everything including Garter Belt's existence. With most of Japan being of a different religion, making fun of a priest in a show about horny angels trying to redeem themselves just makes sense. I found everything about that show hilarious.
    Meanwhile I haven't seen Inuyasha, so I know of Naraku but don't know anything about him.

    I might wait for further reasons to be provided.

    Let's see... Garter goes about under an alias called "Master G" when he pursues his risky and illegal hobbies, and he was a criminal before dying in his first life. Can't give much else about this guy.

    Naraku was created when hundreds of demons fused with the thief Onigumo. Because Onigumo is a part of him, he finds that he still bears Onigumo's love for Kikyo. The reason he turned Inuyasha and Kikyo against each other was because he wanted the Shikon Jewel. And only if it was tainted with darkness (caused by Kikyo's hatred of Inuyasha) would its evil aura be strong.

    If ever there was a villain who wanted all the power, but never dirtied his own hands nor fought his fights for himself, Naraku likely takes the cake. In Japanese, his name literally means "depths of hell," and it matches him shockingly well. He manipulates demons and humans alike in order to achieve his goal of obtaining the complete Shikon Jewel. And in doing so he's caused an unimaginable amount of pain and suffering to practically all the other characters. He's responsible for tricking Inuyasha and Kikyo into betraying each other, the curse of the Wind Tunnel in Miroku's family, the death of Sango's family and using her brother Kohaku as a servant, trapping and killing Koga's comrades, and even tricking Sesshomaru into joining forces with him for a while. But he almost never performs any of his evil schemes himself. He often lays complex traps and uses others as pawns to do his bidding, or he creates demon incarnations of himself to control. But even one of his incarnations, Kagura, despises him because he has her heart, the key to her very life, and refuses to give it to her, so she's forced to follow his orders against her will.

    It seems everyone has a reason to hate Naraku. But no matter how many of his plans Inuyasha and the others have foiled, nor how many times they think they've got him beat, he always has more death and suffering to cause. He's definitely one of the most cunning and evil villains of all which is why I hate him so much and think he's crap.

    I hope you realize you are giving more reasons to love about him to the public.

    While I didn't ever watch Inuyasha, being evil doesn't make you a bad character. With what you've given me, I kind of like him -- but not enough to vote for Garter Belt, unfortunately.

    I felt Naraku was a good villain just a bit repetitive with schemes but I found his humor funny and backstory unique.
