Alright, I've been putting this series off like a research paper that's due in an hour. So far I've only watched NGE and nothing else. So my question is simple: where do I start with this series seeing that I haven't the foggiest idea of how to tackle it

Neon Gensis Evangelion (TV series) then the film End of Evangelion. Then Death and Rebirth, then the new films Evangelion 1.0 You Are (not) Alone and 2.0 You Can (not) Advance in that order. Admittedly you can skip over Death and Rebirth as it is just a summary of the TV series.

What's different about them? Better art? Voice actors?

The new movies? There are different characters so the story is different. Plus, the animation is a lot better. Some different voice actors. The point of the new films was to remake Evangelion as they ran out of money when they made the TV series.
